Malaria is just a first step in helping players who dies few times in a row. But anyway I will make that malaria will not reduce any stats.
There will be no reward for summons killing.
Whiplash skill reuse time increased 3x.
Slash/Spinning Slash/Dicing Death/Mechanical Cannon skills reuse time increased 3x.

Yes it is intended. Ability to choose was added for Olympiad hero. That is why first is formed Olympiad heroes and only then is selected event hero.
You probably talking about newbie potions.
Newbie potions is for newbies only.
If you are not newbie anymore newbie potions will not work.
One of factors that decides you are newbie or not is gear that you have.
There is all augmentation skills.
Well grand boss challenge event lasts maximum for only 10 minutes (Baium excluded) and after one team wins fight they most of the time kill raid pretty fast so it's kind a short period of time to make something like new event after event.
It's not about you can kill someone in 1x1 or not.
Mages have huge advantage with range and casting speed compared with fighters casting speed also count of de-buffs.
If I will decide that mages power should be boosted it will not be skills without reuse time.
Dreadnought doesn't do a lot damage especially by using stun.
And yes they not suppose to die fast.
Any way this skill will be like it is now or it will have longer effect time but it will have less power.
First of all it's not nerf it's default value.
And have -20% of skill reuse makes every mage cast without skill reuse and that's not right.

Or maybe I will give another buffs for classes like archers because mages doesn't look strong on Olympiad.
