For total votes count of voting sites bug will be fixed only after restart

It's not a bug.
BD/SWS P.Dmg is boosted but after next restart bow damage will be reduced.

I think I can create something like if clan member is on map but different faction he have to wait for free spot in faction or agree to change appearance.

Server receives information straight from they websites. If they do not send information about valid vote, server can't recognize you as voter.
Also for L2Servers you may need to wait up to 5 minutes until vote are confirmed.
I will review L2Network in future.

It may be just visual bug.

Also this skill probably is removed earlier than all others so maybe you have to vote again to get it.

No, it's not like PVP P.Atk it should display bonus on stats.
But stats like M.Atk depends on your level so maybe it just looked like it didn't boost your M.Atk because your level was decreased.

I have added Book of Rebirth to your character.
It would be good if you can try learn Rebirth skill in same circumstances like when it get bugged and inform me is it working right.
