In past it was that it just spoils and nothing is taken from spoiled player.
But when it was like that almost no one was attacking spoilers.
I can make that items will not be taken from newbie players but for others it will stay like is.

Balancing works by faction level not by map points.
It can be done by points but there is no point swap weak players because it will not make any difference.

There is nothing that you can do. Probably I will increase l2network skill expiration time to i.e. 18 hours.
This will not solve this problem completely but it should be better then it is now.

This issue is on l2network side. They messed up timing for vote a little bit.
There will be no problem if you will vote 12:00 and 00:00 GMT+2 but
if you will vote later i.e. then few hours from that time they may not let you vote but in their system you will be marked as not voted in 12 hours period.
I have no idea why they did like that. I have asked them to check that and they told me that they will but since that time nothing changed.
